You do not need a Operators Card for canoes or Kayaks in Ontario.
You do not NEED a light, but a 360degree light is a good idea. — I like to use glowsticks, Tie one to your pfd, one to your boat, maybe tape one to the shaft of your paddle. It helps recover gear (or people) in the dark….

Also, Get some HID lights… Either Metal Halide or High-pressure Sodium. You will get 5 times as much light per watt of power.
