There is already plenty of camping available, but this also provides easy access to the river and event site(s). It seems that this would serve much the same purpose as the Kiwi campground by the dam during the 97 worlds.
I don’t need camping or have a handle on fees at the raft company campgrounds, but $10.00 a head for camping sounds pretty reasonable. As suggested a site fee with controls or limits on the number of people attached to a site would be necessary to keep 50 people from signing up on one site..
It sounds as though you are talking about a primitive campground at the Blacks takeout, which would seem to preclude meals and showers.
If camping would be at WT then it would make sense to have Camping Only, Camping and meals, and camping and accomodation plans although I suspect that is already available.
Capacity will most likely be a problem during the world cup and worlds events, particularly where there is river access. Spectator parking will probably be a separate issue.
