whitewater – A type of weed or marijuana. Distinct because of its appearance of small white spots on the leaves. Effects of consumption include being high with the possibility of being in an extremely good mood, and/or not being able to control your laughter.

[i:3igvseoy]Regular weed give me a headache, but the whitewater gives me and the wifey/husband the giggles. Produces no headaches, and sex usually followes if I am with my spouse or lover. It’s the best weed for me.[/i:3igvseoy]

That being said, we use both anyway since we spell things the way we want to.
You don’t even want to know how http://www.urbandictionary.com defines “white-water”!!!

On page 1330 of my copy of “The Concise Oxford Dictionary”, Sixth Edition edited by J.R. SYKES, noless and printed in 1976, under ‘white’ it say” … ;~water, shallow or foamy water,.. “. If it’s in this rather conservitive dictionary you must be able to find it on the internet somewhere. I rest my case.[/b]

What makes them “just words”, whatever you mean by that, is proper spelling.
